This quote is written by Professor William Strunk, Jr. in his famous book The Elements of Style, which was published in 1919. When he wrote the book, there were not many rules or guidelines for writing, so he included this one to help people be clear and concise when using language.

At the time it was written, the only way to go to college was through high school. If you went to high school, you could have attended a community college or a trade school for a few years before going on to college. At that time, there were no universities that offered associate’s degrees or bachelor’s degrees that led directly into graduate school at a university.
